What Is the EU Hilton Quota?

It was originally established to give preferential access to traditional beef-exporting nations with which the EU has long-standing trade relationships.

Uruguay holds one of the largest individual country allocations under the Hilton Quota, reflecting the EU’s recognition of Uruguayan beef as a premium, consistently high-quality product. The quota runs on a July–June annual cycle and is administered jointly by INAC (Uruguay’s meat institute) and the European Commission.

Which Cuts Qualify Under the Hilton Quota?

Not all beef cuts qualify. The Hilton Quota specifically covers high-value chilled boneless cuts that meet strict specifications for weight, fat cover, and age of animal. Qualifying cuts from Uruguay typically include:

  • Striploin (Longissimus dorsi) — at defined fat cover and weight range
  • Tenderloin (Psoas major) — peeled or chain-on
  • Sirloin (Gluteus medius)
  • Rump (Gluteus accessory and biceps femoris combination)
  • Qualifying round muscles (topside, silverside, knuckle) — subject to specification

Each cut must meet the EU’s weight range specifications and be supplied chilled (not frozen), vacuum-packed, and accompanied by a valid EU veterinary health certificate and Hilton Quota certificate issued by INAC.

How the Quota Allocation Works

Uruguay’s annual Hilton Quota allocation is divided among registered Uruguayan establishments. INAC allocates quota volumes to individual facilities based on their production capacity and historical performance. For buyers, the process works as follows: the European importer and Uruguayan exporter agree on specifications and pricing. The exporter produces the qualifying cuts, obtains INAC Hilton Quota certificate, and ships chilled on a vessel with the full EU documentation package. The importer presents documents at EU customs and benefits from the reduced 20% tariff rate rather than the standard MFN rate.

Practical Considerations for EU Buyers

Chilled Hilton Quota product has specific logistics requirements that frozen beef does not. Vacuum-packed chilled cuts have a shelf life of 90–120 days from production, meaning transit time, import clearance time, and onward distribution time all need to be carefully planned. The Port of Montevideo to major European ports (Rotterdam, Hamburg, Barcelona) takes approximately 18–25 days on direct services.

EU buyers should also confirm that their import health certificate template is current — the EU regularly updates model veterinary health certificates and Uruguayan exporters must use the current approved template for each consignment.
